  I've tried with multiple maps now to combat the staff shortages in factories by adding bus stops and adding passenger trains to the railway stations at factories, but the workers don't come back, it does seem to slow down the workers leaving the factory, but once they have left I can't get more than 15 to come back beofre they all leave again.
  For Example I have a Pharmasutical Factory which needs 1288 workers, but now all have left and when the bus stops at teh factory the worker count jumps up to somewhere around 10 and then they all leave very quickly afterwards, Does anyone know how to solve this, becuase it does damage your economy when you invest in railway lines speacially to the factory and an entire train to work that line and then the demand for the crude oil disappears, As a result I tend to focus on passenger trains first, then only if I have money to spare, I start looking in to cargo.
  
  I have one Coal-Fired Power station which is ever increasing it's demand for coal, and it's cargo stop is built in to a major passenegr train hub, should i be doing that with all industries?
